Media Literacy Expert Group         

T he Eu ropean Commission set up the ML Expert G roup in order to launch an initiative, as requested by the Parliament, on Media Literacy. 

The aim of this group is to analyse and define media literacy objectives and trends, to highlight and promote good practices at European level and propose actions in the field. As such, working on the development of reliable means of assessing Media Literacy levels is fundamental.

Issues around media literacy are highlighted, such as the importance of promoting the protection of children, young people and human dignity in the media and support the creation of a media environment appropriate for citizens’ social, educational and cultural needs.

T he group is composed of over thirty European Media Literacy Experts and meets three times a year.

EAVI has an active role within the group, at the most recent meeting in January 2010 EAVI communicated the results and findings of its ‘Study on Assessment Criteria for Media Literacy Levels‘ to the Media Literacy Experts and the European Commission. The study offers a comprehensive view of the concept of media literacy and an understanding of how media literacy levels in Europe should be assessed, thus contributing valuably to the objectives of this group .

Expert Group on Active European Citizenship (AECG) 

The AECG is coordinated by DG COMM of the European Commission.  

The main goal is to address how to encourage the participation of European citizens in  the EU project and activities. The dialogue also addresses major transversal and political issues of relevance to active European citizenship.

    The Group was created to discuss major policy and methodological issues on citizens’ participation, sharing results from participants’ activities and exchanging experiences.This process improves the efficiency of the Europe for Citizens programme activities.

Approximately 50 key European organisations actively involved in the Europe for Citizens programme and interested in active European citizenship meet with the European Commission regularly to discuss issues linked with active citizenship and the implementation of the programme or other topical issues. This is referred to as ‘structured dialogue.’

Co uncil of Europe Advisory Group on Public Service Media Governance (MC-S-PG)

 The working group is under the authority of the Steering Committee on the Media and New Communication Services (CDMC) and is instructed to work on the role of public service media in a democratic society.

The objective of the group is to pursue work on the role of public service media in a democratic society and to elaborate, if appropriate, on a policy document exploring governance approaches that could contribute to fulfilling public service media’s remit. This should include reflections on results-oriented alternative public expenditure approaches for media and media-like services.

EAVI p articipates as an observer in this working group, its aim within this group is to defend public service broadcasters and promote good practices in media use.

 The MC-S-PG is composed of eight specialists on public service media, on participation and on governance matters and management, appointed by the Secretary General. The European Audiovisual Observatory and the European Commission may send a representative each to the group meetings.The first meeting was on the 27th and 28th of May  2010 in Strasbourg. There were 16 participants. The Group elected Mr Tim Suter as the Group’s Chairperson and Ms Bissera Zankova as Vice-chairperson for a one-year term of office.
At this meeting the members agreed to prepare a report which should eventually become the basis of a standard setting policy document on public service media governance.
